Asbestos project monitoring & air sample analysis services for WVA Public Works projects which disturb asbestos containing materials Natural resources & conservation services NAICS Code: 541 -- Professional, Scientific, and Technical Services/541620 -- Environmental Consulting Services The Army Contracting Command at the Watervliet Arsenal located in Watervliet, NY, intends to issue a solicitation will cover the costs of tools, materials, supplies, equipment, labor, temporary utilities, facilities, supervision and related costs to provide asbestos project. Monitoring and air sample analysis services for the asbestos monitoring services for Watervliet Arsenal Public Works Division projects which disturb asbestos containing materials at Watervliet Arsenal in accordance with Work Statement. An asbestos monitoring task order will be required to monitor asbestos abatement work performed under each construction project on Watervliet Arsenal. This acquisition will be a Performance Based Acquisition in accordance with the Scope of Work and Quality Assurance Surveillance Plan (QASP) guidelines. Successful measures for this procurement is to ensure the asbestos abatement contractor performs all work in accordance with New York State Environmental requirements and submit a report of all material testing and air sample result to the Environmental Section at Watervliet Arsenal. Construction Abatement projects to be furnished in accordance with the schedule of any Delivery Order(s) issued pursuant to the provisions of this IDIQ. Funds to be set forth and obligated in individual Delivery Orders issued hereunder. The solicitation will result in a Firm-Fixed Price type contract for services with a base year and two one-year option periods. The base period of performance will be from 1November 2014 through 31 October 2014. The North American Industry Classification System (NAICS) code is 541629 Environmental Consulting Firms and the small business size standard is $7 M. This acquisition will be solicited as a 100% Small Business set-aside. A formal Request for Proposal will be issued on or about 18 October 2014 via the Army Single Face to Industry and Federal Business Opportunities.
