Textiles, leather, furs, apparel & shoe findings, tents & flags NAICS Code: 326 -- Plastics and Rubber Products Manufacturing/326199 -- All Other Plastics Product Manufacturing This is a combined synopsis/solicitation for a commercial supply prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number F3A3A14125A001 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-75, Effective 24 June 2014. It is the contractors' responsibility to be familiar with applicable clauses and provisions. This requirement is being issued as a 100% small business set aside acquisition. The North American Industrial Classification System Code is 326199 with a small business size standard of 750 employees. The government intends to issue a firm fixed price purchase order. Quoted prices shall include itemized pricing, and a delivery date for each Contract Line Item Number (CLIN) as follows: CLIN 0001- Specially Designed Pallet Covers QTY: 40 Each QUOTATION PREPARATION INSTRUCTIONS: The contract award will be awarded to the responsible offeror whose proposal conforms to the solicitation and is considered to be the most advantageous to the Government according to FAR Part 12, Acquisition of Commercial Items, utilizing the Lowest-Price-Technically-Acceptable (LPTA) source selection process. To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. The following factors will be used to evaluate the proposals: (1) Technical Acceptability, and (2) Price. Technical Acceptability shall be evaluated as acceptable or not acceptable. To be technically acceptable the offeror shall submit documentation that they have manufactored custom outdoor covers in their propasals. This documentation can be in the form of photos and or digrams. Price evaluation shall be based on the lowest reasonable price. Price will always be an important factor; therefore, offerors should make diligent efforts to control costs. Responses/Offers are due 12:00 pm EST on 16 July 2014. Statement Of Work JOINT BASE MCGUIRE-DIX-LAKEHURST Household Good Pallet Covers 1. Description of Item: Contractor shall provide a reusable plastic cover for the standard 463L household good pallet. The cover will be used to protect the cardboard tri-wall or wooden pallet from the elements when inside storage space is exhausted. 2. Place of Performance: 305th Aerial Port Squadron, Retrograde Outbound grid yard in front of BLDG 1757, JB-MDL, NJ. 3. Special Requirements: (see attachment 1 and 2) Dimensions for the cover will be made exactly at 110"x90"x98" (LxWxH). The material must be made of flexible, transparent, and reusable plastic covering. The plastic must be waterproof, able to withstand winds up to 30 miles per hour, and withstand repeated sun exposure without losing structural integrity. The thickness for the material must be exactly 10 Mil thick. The two back vertical edges must be permanently closed. (Object 1A) The two front vertical edges must be closable using Velcro. The Velcro must be industrial grade Velcro and must be between two to three inches wide. (Object 2A) Two strips of Velcro running horizontal will have the loop part of the Velcro permanently attached to the sides. (Object B) The hook side of the Velcro will be 24" long and have an additional 12" of strap attached to the front of the cover. The loop side of the Velcro will be stitched to the side of the cover to allow for the hook side to attach to it. (Object C) Running parallel to the bottom of the cover will be a 50" strip of nylon material holding a 3" metal ring and stitched to the side of the cover. (Object D) Attached to the front of the cover will be an 80" long Velcro strap with both the hook and loop parts of Velcro on the outside. (Object E) The Velcro strap will be attached to the front of the cover. The top four corners of the cover will be reinforced. This is especially important for the front of the cover, because of the Velcro opening. As you pull open the front of the cover, a lot of stress will be put on the corners. I want double material or something similar to prevent the tearing of the top of the cover as the front of the cover is opened. The entire bottom of the cover must also have a half inch hem. 4.
